The footage is from the second stress test. It was at a point the initial stresstest phase was over, and people got to play for a while longer on the realms after the deed was done. They turned on layering for this realm, and it works as described so far.
"Normally", you'd initiate a layer switch by grouping up with someone from a different layer, or log out, hoping you get reassigned to a new layer.
If you get dc'ed, you can also lose your current layer upon logging back in. That's because Layers are play session specific. So each time you log in, you will likely be on a different layer, with additional new people.
I have additional footage i will upload very soon of getting layered by group invites, losing my layer through DC's, and people desperately trying to join layers by asking for group invites en masse because of interesting events on certain layers they are locked out from, unless they get invited.
Does this new feature belong in WoW Classic? Is it the same game with it? Well, you decide for yourself.
I've experienced it enough first hand, and know what it does and how it works.
We've seen where this road leads to with previous very similar modern methods used in an attempt to save players from "bad" experiences (sharding/CRZ/LFD/LFR/etc), and given all the info on layering, we can predict how things will end up to play out in game from launch onwards, with this new (but not yet announced) feature for WoW Classic: a faithful recreation of Vanilla WoW's game design.
Or is it really the same game with this new addition? Well, again, you decide for yourself.

#nochanges. Blizzard has 1 chance to get it right. They mess it up, they lose the trust left from their community for good.
